I am working with a group of Aruba AP-305 (APIN305) units. They were originally Campus APs, and I have successfully converted them to Aruba Instant (IAP) using the Ursa 8.10.x.x firmware via apboot (setting os_type 1).

The issue: I have configured one AP as the Virtual Controller (VC), but the remaining APs are not joining the cluster, even though they are on the same Layer 2 VLAN and running the same firmware version.

Yes, you've done something that isn't supported outside of a lab environment.  The purpose of converting is to put the AP under management of Central, primarily to upgrade to AOS 10.

As Carson pointed out, this is not supported. Converted APs are standalone only. No cluster capabilities.
