generally you should not be able to configure the AOS10 AP without Aruba Central.
you can use the console cable to login to it and run some diag commands.

with AP-7XX don't support IAP mode and can not be configured through a web browser , they only support AOS10 firmware which means that they require Aruba Central cloud based mgmt.
to use Aruba Central for AP-7XX, you also need foundational AP subscriptions Here is the Aruba Central ordering guide
Aruba Central for on premise deployments is available and its used mainly for large deployment.
