If a radio on those APs is indeed in scanning or air monitor mode, that would certainly affect user performance. I should be easy to verify that from the management software. What code and version are you running? Did you verify that the AP has properly negotiated the POE class of the source? You may need to explicitly enable LLDP for that on the Cisco switch. Regardless, IPM would typically not switch a radio to monitor mode, and whenever IPM applies restrictions, the system LED is the one that would turn amber.
