Removed your output as there appeared to be security sensitive info in it... But I could not see any strange configuration. Also no IPSEC configured.
From this point, you could upgrade to the very latest firmware release, if that's easy to do. If not skip the upgrade.
Open a TAC case to get this further investigated as it's not expected behavior.

You didn't post the sanitized config; which may help finding what is causing this.
One other thing you can try is enabling debug on the ipsec, and see if there is something listed there:
sw00# debug destination buffersw00# debug security ipsecsw00# show debug buffer** No messages in debug buffer.
As you can see there are no debug messages in my switch... but maybe there is someting in you switch. You can run the show debug buffer command again after some time.
Another would be to see if there are IPSEC security associations, where the remote IP may help to understand what this is:
sw00# show crypto ipsec saNo Active IPsec session.
I don't think activate or Central even use IPSEC; but would not know what else does.

Hello, you should post the Aruba 2930F's sanitized running configuration (relevant part, if any) AND the output of "show logging -r" in order to help Community users to understand what's going on. Hard to tell you with the information provided.
Are Aruba Central's features disabled on the running config of your Switch (if it is not using it or if it is not going to use it)?

Check that first.
