Is the LED red or amber? Red means a fault condition, the amber color typically is 'not enough PoE power' or 100Mbps link on a gigabit port. If the LED was really red, I don't think the radios would even come up, and I'd expect a different status than 'good'. So please check again, and if you are in doubt between if it's red or amber, power-cycle the AP as the first led color you see is red (flashing) during the boot; and for me (partially colorblind ;-) that is really red; the amber could be red but with some doubt.
I still think 4W is really low for an outdoor accesspoint in full operations, but I checked on another AP567 and see below 5W values there as well.
When checking support cases, I see two similar cases, one where the color really was red and I think the AP was replaced; the other case 'died' because the customer was no longer responding. If you can, please open a TAC case for this and have this investigated.

I have reviewed the installation guide, which indicates that this condition represents a general fault on the AP. However, there are no alerts related to AP faults. All APs are still operating normally with a 4W power draw, but the LED continues to display a red/amber color.
