check to see if it is getting enough PoE power. check the PoE setting of your LAN switch.
Also you can enable Intelligent Power Management (IPM)

We have Aruba AP 514 series devices. One of them functions as a virtual controller. This morning, we installed firmware on the virtual controller. One of our devices won't turn on. It's behaving as shown in the video. The red LED is on.
