Device not supported suggests that you try to register an unsupported AP, like a campus AP model, or an older model.

What is the type of APs that you could successfully register?
What is the type of APs that you could not register?

Maybe best is to reach out to Aruba Support (TAC), as they could have a look based on the AP type and serial what is the exact reason for your AP to be rejected.
