Are you on version 3 of Central-on-Prem (the New Central version)? In that case did you find/follow the documentation for onboarding devices to Central-on-Prem?
To answer your question on how devices can communicate by Serial/MAC, that is because after onboarding the device will communicate to CoP and authenticate with the device certificate that contains the Serial and MAC; and that authentication is used to identify the device not the IP address. This is very similar to Central in the Cloud.

I have had an aruba central on premisies with single node cluster , up and running , after adding a subscription for all devices on aruba central from Manage Tab ,
and adding devices with the (serial , Mac , Partnumber) this devices doesn't apper in workspace inventory .
as long as this devices is 2 Gateways 9240 with initial setup only and 2 Core switch 6410 with preconfigured full setup with VSX .
just i need this devices is discovered by Central and go online .
another question how the aruba central communicating with there devices by serial and MAC only not IP address .
FYI , the Gateways in another subnet for aruba central .
