We want to join APs from the old controller to the new controller.

Can I change peer controller on AP?

If you run an Aruba controller or Mobility Conductor environment, you should re-provision your APs to the new controller. The AP will then reboot, and contact new controller.

For Aruba Instant (virtual controller) that only works if you have a separate network. In that case make sure that the same AP model is already running in the new network, or upgrade the AP to the same firmware version (build number), then just add the AP in the new network and it should be added to the cluster.

I want to rejoin the APs connected to the Virtual Controller to the new 7220 Controller.

If the APs are now running in instant mode, go to Maintenance -> Convert; there select Campus Access Points managed by a Mobility Controller, enter the IP of your Controller, press Convert.

If you have a VMC and want to move to a hardware controller, go to Configuration -> Access Points, select your APs, press Provision, there set the discovery to static, controller IP to the IP of your new controller, Provision. If the discovery now works via DNS or DHCP, just change that and reboot your APs.
