Is this in New Central? If so, make sure your Tunneled WLANs are assigned to Device Groups, and not global, sites, or site collections.

    Hello,

Also check that the AP and gateway are both on the same site, in addition to the group. It is important that they are both on the same site. And see if they lift the tunnels.
    Thanks

I'm pretty sure this is still the case for Tunneled SSIDs in new Central. You need to assign the Tunneled WLAN profile from the library level to a "device group" not a "global", "site", "site collection", or "device"

If thats how you have it set, check to see if the groups the devices are in are set as "New Central" groups. Verify Timezone/Country in the system settings too in order to bring up the radios.
