I don't know where it goes wrong, but seems like the CoA is not reaching your controller/AP or is not processed. Can you see that during those 7-10 minutes if the client is fully authenticated, or still in the captive portal? Maybe running a capture from the client shows what traffic is tried and dropped, then find out why the AP/controller is dropping the traffic.

Does anyone knows how to configure Cisco EWC (newer Mobility Express) with ClearPass Guest using controller initiated workflow? i have tested the server initiated one and it doesnt redirect to internet immediately. After like 7-10 mins, the guest is granted internet access. I have followed the exact same steps as mentioned in cisco guide as well as in this youtube video. I know these steps are for 9800 controller but i have tried and it works 90%, the only thing that is not working is the successful internet part
