Migration to 6.11 from earlier versions doesn't require involvement of TAC to activate the license again on the 6.11 hosts, at least that wasn't the case during the time 6.11 migrations was common. You can also run the 6.10 and 6.11 servers in parallel with the same licenses during the migration. Make sure to read the migration documentation.
Keep in mind that you must have an active support agreement on your current licenses to be able to do the upgrade and also update to the latest patch version. You also need to add all support agreements to the Networking Support Site as well as all licenses, otherwise the update process with patch download will not work.
If the initial ClearPass servers was bought with the old license model, pre 6.7, you will not be able to convert the environment any longer. In that case I think you have to work with your local Aruba sales representative to find a solution to buy new servers. The time for conversion of the old products has passed.
