If you can migrate the full disk including data in Azure, in a way the disk looks exactly the same for the Operating System (ClearPass), I don't see a big issue.
With ESXi, I know you can migrate virtual disks to another storage, which for the VM does not change how it's done. Can only assume you can do something similar in Azure.
Maybe asking Microsoft or Azure experts provides a better answer. And I would always be sure to have a backup before doing anything like this.
