Had this kind of issues many times for different reasons (not special the logging in your message).
Troubleshooting approach:
1. Be sure that ClearPass can reach the internet.
2. Is your support contract active and bound to your ASP account.
3. Call Aruba Support to help you fix it.
Most likely this could be a issue in the Aruba back-end systems and Aruba Support is needed to fix it.
