I have had a customer with a similar issue, in that case it was solved by changing the password for the account in the ASP site, and also in the old mnp.arubanetworks.com portal. For that customer the token generation worked fine on all ClearPass servers except one.
Wait about 10-15 minutes between the pasword changes, and again some time before a new attempt to generate the token.
If this doesn't work, contact TAC.
