Ultimately the decision for the endpoint to roam between APs is down to its configuration and WLAN vendor implementation.
May be worth checking :
+ Endpoints' WLAN network drivers are up to date/latest version.
+ Confirm whether endpoints support and consider enabling ( if not already ) on the network :
IEEE Standard: 802.11k
IEEE Standard: 802.11r
IEEE Standard: 802.11v
+ WiFi Roaming Sensitivity or Aggressiveness, settings. ( See below an example for a Windows device)
+ Power Save endpoint mode is disabled on the clients.
+ Make 5G preferable way of connection on your SSID.
2.4Ghz on a restaurant environment may not perform well or suffer disconnections given number of devices, and likelihood of Microwaves potentially killing signal causing intermittent drops.
You could run a 4th AP temporarily in SA mode to confirm any source of interference during busy periods and outside of kitchen operating hours.

I have a problem in a very specific place (restaurant), when a tablet/phone/computer try to move from one place to another (Roaming from AP to another AP) it loses connectivity and (for me and the CLIENT) it takes more than usual to regain connectivity with the network. I ping the tablet continuously and saw many packets loss when roaming.). I even did a WiFi survey and seems pretty much all good. In happens with every device but more with low end devices.
The client needs seemless and fast roaming because the waiters are going to use a tablet to order food from clients, meaning they're constantly moving.
The two APs at the top: Aruba 305
The bottom AP: Aruba 365 (AP is outside, like in a terrace)
Currently running AOS Aruba7220 8.8.0.1.
Using WPA2 personal and brigde mode for the VLAN tag
