From what I have understood there are more and more countries where SMS is being blocked unless you as company are registered locally with the government. That means that HPE sending out SMS on behalf is becoming problematic; and the new Central NAC is considered a good moment to address that issue. Also, many customers prefer to see the SMS coming out of their own name instead of HPE. The solution for that would be that customers use their own SMS services, where currently Twilio is the provider of choice.
