I have seen this and in my case it was definielty related to the expired HTTPS cert on Publisher
anyway also check that the root CA for Pub's HTTPS cert is also present on the subscriobe node before you make it a subscriber.

Hello,
in our lab environment, we have a cluster of 2 nodes. After an outage of the lab network, the subscriber went out of sync for one month and now it is out of the cluster. In the meantime, https certificate expired.
We dropped the node from the publisher and now we are trying to join it back . During the "Make Subscriber" procedure, it says that the root CA certificate of the publisher's HTTPS Certificate is present in the trust list and is correctly set to OTHER as usage, anyway it fails to join , giving the error echo GET failed
Could this be caused by the expired HTTPS certificate?
