No, you can't...
Publisher is the only point of configuration in CPPM cluster. You can have several admin user but there is no "local" admin account.
All your admin account will be able to modify all parameters in CPPM.
It's a real limitation for CPPM multi-site deployement.
May be one day we will have a "super publisher" capable of configuring group of cluster...but not for now!

Customer is planning to add 8 subscribers to existing publisher. These subscribers will be installed in different cities and customer wants each city network admin to be able to make changes to their own subscribers. Like admin1 can add devices and configure policies/services to subscriber1, admin2 to subscriber 2 and so on.
