I think the difference is in the 5% that some underlying filesystems reserve. That reserve is included in the Total disk space, but not as free. That makes that Used + Free + Reserved = Total Disk Space. If Reserved is excluded in the calculation, that will give a rough 24 GB on 476 GB offset which is in range of your observation.
Please reach out to TAC so they can find out what is the correct number you should rely on, as this is at least confusing.

Subject: Disk usage data mismatch between CPPM CLI output and CPPM insight system monitor dashboard
Hi Guys,
Greetings!
I observe the Disk usage data mismatch between CPPM CLI output and CPPM insight system monitor dashboard. Please help me in getting clarified on this.
CPPM CLI Calculation:
CLI output total free disk space = 421 GB.
Total Disk space = 476 GB
Used Disk Space = 476 – 421= 55 GB
Disk usage in CLI:
CPPM Insight Calculation:
Total free disk space = 453 GB.
Total Disk space = 476 GB
Used Disk Space = 476 – 453= 23 GB
Note: Total free disk space has been calculated using total disk space - used disk space.
