Thank you for your answer. I have setup probe as 15. I believe this value is per SSID.
I have set EIRP as following according to Aruba 802.11ac recommendation
5 GHz: Min 15/Max 18 2.4 GHz: Min 6 /Max 9
I am using only 20 MHz channels. Both 40 MHz and 80 MHz are disabled.
I am seeing noise floor around -96 dBm for all my clients connection.
I am seeing some RADIO CHANNNEL BUSY and in soem cases it is above 30% so the client health is being reported as poor. For these clients interference is slightly high as well. Is this normal ? If there is something I could do what it is supposed to be.
I also see a huge number of clients SNR is showing as unknow. Not sure what it means!

Min and max EIRP should match your client transmit power in general. 12 max and min for 2.4 and 18 max and min for 5ghz is a good start.
local probe request threshold allows an access point to ignore a probe request from a client if it is too low. In a high density setting, sitting it to 15 allows access points to only respond to clients that are close enough to connect. It will also lessen management traffic. In regular or lesser density, it should be left at 0.
