From this post, it seems that this error 106 happens if your authentication source does not respond. If you are proxying your requests, it may be that the remote RADIUS server does not respond, which may be because the IP or shared secret are wrong, or there is a firewall in between. You may have a look at
this video on how you can do a packet capture on ClearPass to see the outgoing (and returning) RADIUS traffic.
