I am trying to move 3 AP from site1 to site2. 

but keep getting Site Assignment Error

Can't assign more than 1 site for a device

Simply drag and drop the devices into the "unassigned" group. For optimal performance and to avoid issues with cookies or browser cache, it's recommended to use your web browser in incognito mode.

same thing when i tried in incognito mode in Chrome.

Yes, that is how you should do it. Press the recycle bin for the AP; make sure you are in Sites (not in the devices list view), and you remove the device from the site, not from Central.

after moving to the desired site, how do i ensure they get the same config eg. IP address of the new site ?

reboot the AP ?

Sites are only for reporting purposes and only in Central. Configuration is done on group level (or AP level). Moving an AP to another site should not affect the configuration of the AP.
