If the evaluation license is in the same account that you used to sign in for updates, you should be able to upgrade within the evaluation period.
If someone else generated the license and provided it to you, the license and support status is associated to their account and won't allow updates/upgrades.
It may also be that you activated the license when the clock was set wrong; and you might need to replace the evaluation license with a new one. If you didn't activate the license, that may also be part of the problem. Try to activate the license first in that case.
