Guest network SSID refuses to die!

Hi there.  I've got a corporate SSID and a guest SSID on my AP's.  There are actually numerous VAP's for these because of the size of the site and they link to different VLANs but all under those 2 SSID's.  We have installed Clearpass and have 2 new SSID's using that with different names that the users have been asked to switch to.  It's been a few months and I wanted to disable the old SSID's before I remove them completely.  I have 2 controllers in a cluster so at the cluster level I went to system/profile/wireless lan/SSID and unticked 'enable' on the SSID's I wanted to remove.  This worked perfectly.

Cut to yesterday and we had protesters show up at our site (oil & gas).  Security asked me to also disable the new guest network SSID so that it wouldn't be used by the protest.  I went in to the same area and unticked the new guest network and took that offline too.  A couple of hours later they asked that I turn it back on.  I re-enabled it and low & behold I now have the new guest SSID and the old SSID has come back online too.  I have no idea why.

I have gone through the SSID and VAP settings in the profiles area and nothing is ticked 'enable' for the old guest network SSID yet there it is.  Half the users on site are now back on an SSID I said would be removed.  Does anyone know what I might have missed?  Under the SSID and Virtual AP sections it's all unticked.  Is there another area which might over-rule these settings?  How do I kill an SSID?

Assume this is an Aruba controller under Mobility Conductor?

What I would do is go on the controller and check with 'show ap bss-table' what SSIDs are broadcasted. From there check in the CLI configuration where the unwanted SSID is configured. With Mobility conductor and the hierarchical configuration it could work different from expected if you have configuration at the wrong level.
