I assume you have a phone which supports LLDP-MED and you have a ProCurve switch like the 2610, 2910, 3500 or 5400. In that case it's simple.
create vlan 190 with the command voice and tag the ports both uplink and phoneport with vlan 190.
syntax
switch(config)#vlan 190 voice
switch (vlan-190)#tag 1-12, 24
or any range you like
Now plug in the phone. The phone should configure it self in vlan 190 and get appropriate qos settings.
check if the phone got the LLDP-MED settings
let say the phone is on port 2
#sh lldp info remote-device 2
