First of all sorry for my english level.

i have a biginner question about the hp 8212zl switch.

I would like to implement congestion management for my purpose. I'd like to implement it for the connetion between 2 ESXI and a netapp storage.

Where to find some precisions and a guide through I can follow to implement.

You have several options. Link aggregation, called trunking on your 8212, to get you more bandwidth between the switch and the server / storage. You can implement QoS or bandwidth limits for specific traffic. The manuals go through all of these options.
