It could be 1-4 revision of PSUs. We have only limited testing available. Replace about 30 PSUs to get 6 working ones. All working PSUs were with Date Code 1549 or higher.

I know that this is a known bug, someone should tell this the guy whos testing the used PSUs @HPE RMA location
I have to say that your info with the date code is not correct. i have PSUs here with datecode 1604 or 1614 and they are all defective with the same issue.
i think Revision 1-4 is a problem. i have never seen this on revision 5 PSUs.
i still need a fix for that. 100 years waranty is nice, but useless if hpe is replacing these PSUs only with defective PSUs.

There is a known bug in older PSU HW that do exactly what you experience. You need PS with Date Code 1549 or higher to work properly.

Hi,
i need the board diagram for the PSU J9738A Rev1, 2, 3 and 4.
Since HPE does not longer replace them with new PSUs, we cant keep up our switch infrastructure and i have to repair these PSUs.
I have now already 11 defective PSUs here....
funfact: i got 6 "tested" PSUs as a replacement from HPE. 5 of them had the same famous defect and at least 3 of them where used PSUs which i returned. Every single PSU was marked as "tested, good". Good Joke, they are testing it for one second and thats it, no load test, no power reconnect. They simply dont turn on again after a short power failure... you have to unplug the powercord for like 30+ minutes and then it will turn back on. One of these six PSUs turned on for 5 seconds, turned of, and never came back alive. If this is the replacement quality, i will keep my defective parts and repair them, because in this case i know at least which type of defect the PSU has.
