    Is it possible to create a VPN to something other than an Aruba Controller from an Instant VC?  

    I.E a Palo Alto Firewall

    You just can do ipsec to an aruba controller

    I don't think that is possible to do VPN o ther vendors at the moment, like what Carlos mention only Aruba controllers as of now.
