Do you have just a single AP? In that case, try to force it to the low channels (36-48) only which don't have DFS enabled. Also reduce the channel width to 20 or 40 MHz. If you are on a high channel and radar is detected, the AP has to terminate it's transmissions (legal requirement). With larger channel-width, chances are higher that you have that issue.
Also make sure you are on the latest, or at least the Central Recommended firmware release; I think there have been resolved issues in earlier 10.4 releases.
What you see can be many things, including other networks or interference around you. It may be good to work with your partner to check configuration and insights/logs that Central may provide to improve the performance.
