In that case, the SSIDs are broadcasted in 802.11ax mode.
With 'show ap association' you can check how the client is connected (phy) and what the client can do/is advertising (phy_cap).

You can disable the HT (11n)/VHT (11ac)/HE (11ax) modes per SSID in the ht-ssid-profile. That may have happened in your case?
With some WiFi scanners, like Aruba Utilities, you can check if the VHT information is broadcasted, and on the controller CLI you can use 'show ap bss-table' to see if VHT/HE is actually broadcasted.
