I'm not aware of such limitations, but don't have many devices in Airwave anymore (moved to Central). Also, don't remember seeing an overview of what can or cannot be pushed; there is a document with supported devices in Airwave, and if there were limitations for specific devices, I would have expected it there.
You did not specify for which type of device this is. If you know the more specific limitation that you ran into, it may be worth opening a TAC case and let TAC find out. If things don't work as documented, or if there is no documentation that states things don't work, best open a TAC case.
