Hi, is it possible to use Aruba Central Cloud platform to monitor on-premise Mobility Controller and switches? 

Just for monitoring and pulling insights data to the Central.

yes AOS-S and CX switches.

The Gateways can be monitored/managed only if they are running AOS10  firmware.

When upgrading your Aruba Gateway (formerly known as the controller) from AOS8 to AOS10, it's important to note that AOS8 and AOS10 are distinct platforms. Upon upgrading to AOS10, managing and configuring the gateway is required to be done through Aruba Central. This upgrade process involves a full reconfiguration via Aruba Central, and it is also necessary to ensure that you have the appropriate Aruba Central subscriptions for both your gateways and access points.

If you would like just monitor your existing controller in current configuration it is not possible. At least for now. 

Other options were already mentioned.
