I have a network of old Procurve switches that i will try to replace. 
My PCM server broke down and now i cant activate a new PCM server and move the license. Is it still possible to activate a license? I mean it needs to be approved by HPe i think?

Is there any new management software that can manage my old Procurve switches (2510-2610 and so on)?

PCM was replaced by IMC many years ago, and that is still the recommended solution if you need to manage legacy ProCurve switches like 2510/2610. It comes with a 60-day free trial so you can see if it works for you. You could also try opening a TAC case to have the PCM licenses transferred. While there's no more support for PCM in terms of fixes and features, licensing transfers may still be handled.
