Check this post. You probably need to enable IPM and LLDP (power negotiation). Assuming the LED is amber, not red. If it is really red, check controller logs and/or console port of the AP.

Today I noticed an incorrectly configured 515 AP on our MC. Only a minor mistake in that the AP had been assigned to the wrong profile, therefor broadcasting the incorrect SSID's. Should be easy enough to resolve, just re-provision the AP on the MC. This is where the problem started.
I was able to re-provision the AP successfully on the MC, the AP rebooted and came back online now with the correct profile. All looked great. However despite the MC telling me the AP was back up and online, in reality the AP now had a solid red light and not broadcasting anything.
Jumped back onto the MC and re-provisioned the AP again putting it back to the incorrect profile it had before, the AP rebooted as expected, came back online and behaved as expected.
The profile I tried to push to the AP is in use on 100's other other AP's with no issues. Any ideas as to why the AP would do this? Or why the MC would have the Appear as though it was up and online when in fact it wasn't?
