You should consider the fact that you will have no Redundancy for the AP and Clients, if 1 Controller will Fail, because you have no redundancy, in the scenario you have requested. Addition to it i guess you are using a very old Aruba OS considering the terms Master and Local. In such Cases, you will have both controllers as Master Controller 1 and Master Controller 2. In such cases, you would need double the licenses, double the headache of configuration, etc.
If you move to Aruba OS 8.x or more, you will have new option called Standalone.
