you can refer to the VSF BEST PRACTICES FOR ARUBA CX switches
But as JL24 mentioned you need to configure "vsf secondary-member" so that the secondary member then always be defined to assume the VSF-Standby role.

I assume you are talking about AOS-CX devices and VSF stack: I think for some reason there is no secondary vsf member there in you stack which can cause this behaviour?!?
