How transfer all configuration (with local user account and SSL certyficate) from Aruba 2530 to other Aruba 2530 ?

for local user, you need to add include-credentials on first switch to add command for local user

for the certicate, it is a self signed ?

Need confirmation, but no found a way to export the certificate

And so i'am must on other Aruba first create local user, create SSL certyficate and import config file from first Aruba ?

Yes

When import confi file on other Aruba by Web Interface -> Management -> Update and uplad new config file, aruba shwo this message "web-management: The specifited TCP/UDP port is in use by another protocol".

Do you try to upload to startup config and reboot ?
