It may be best to work with your Aruba Partner to discuss the options. The most logical option would be to implement AOS 10 with Central, and in that case a controller (or gateway is the new name in AOS 10, but it's the same component) would have a subscription in Central but no other licenses. But there are more options, so best to work with your partner to pick the best one.
