ClearPass VIPs only work on ClearPass appliances on the same VLAN.
Cloud instances don't really work with VLANs, don't support broadcast protocols (like VRRP), and don't support VIP for that reason. Check also under
behavioral differences for AWS Deployments.
If you need a high-available IP in Azure/AWS, use a network load-balancer in front of your ClearPass.
