    I am unble to Authenticate with Windows 2008 NPS.  contorller will not pass aaa tes-server test.

    Are you testing via pap or mschap?  Whether it passes or not depends on your NPS setup.  It could pass or fail, but work just fine for authentication.   What is the error in the NPS eventviewer?
