Yes, Hot-Insert and Hot-Removal (not exactly comparable to an Hot-Swap procedure for which there are documented restrictions/requirements) is supported for those Line Interface modules on the 2-Slots/4-Slots HPE 5940 models independently by the running Firmware (provided that, clearly, the involved SKUs are supported as in this case). If you google a little bit you will discover that H3C documentation has a clear statement about that (for comparable Switches/Line Interfaces) while HPE is far more obscure (implicit) about the very same FRUs.

Yes it does (the Switch does support hot-insertion and hot-removal of supported Interface Modules such as the HPE LSWM124XG2Q JH181A and the LSWM124XG2QL JH180A Interface Modules).
Follow this guide for correctly inserting or removing the interface module you're dealing with.
