Is it possible to allow (or rather even force) all SSH access to be authenticated using SSH keys?

So far I've only found instructions to generate a server key but no user keys.

(We have devices with switch os - 5400/2930/2540 - and with cx - 8320 all running fairly recent firmware)

In the context of the things being said on ATM Digital (0 trust) is this planned at all?
