Can you show us what is the Port 48's configuration on both your two 1910-48G switches?
If that port's type - on both ends - was set as type "Trunk" (by the way it's not an Access port) and if VLANs 1, 2 and 3 (or: 1 to 3) were explicitly permitted, on both ends, to flow through that trunked port...then VLAN 1, 2 or 3 traffic between your two switches should be granted (provided that both sides - Switch 1 and Switch 2 - have correctly configured ports that you are now using for testing your inter-Switch intra-VLAN 1, 2 or 3 traffic).
